OAuth authorization and installations

Authorize seller-installed apps without overstating business API support.

SellApp supports authorization code plus rotating refresh tokens. state cannot be empty, PKCE uses S256, access tokens last 60 minutes, and refresh-token families last 90 days. Reusing a consumed refresh token revokes its family.

Passport tokens currently authorize only the installation-management routes on this page. They do not authorize ordinary catalog, Order, customer, or other business endpoints yet.
